What you get

  • RFP draft (Word). About 6 pages: what you buy, your minimum requirements, how you evaluate, how to respond, the topics your contract should cover and a glossary.
  • Supplier response form. A tab suppliers fill in, with one row per requirement and a Prices tab that calculates their average price.
  • Evaluation sheet. Score up to five offers with your weights. Offers that miss a minimum requirement are excluded automatically.

How it works

  1. You describe your organisation and why you are buying. Public bodies also enter the type of authority and the estimated contract value.
  2. You describe the purchase: type, volume, term, the credit types you accept, vintage, corresponding adjustment and your deadline.
  3. You pick a quality level, switch off requirements you do not need and set the award weights.
  4. You download the Word draft and the Excel evaluation sheet, then add your own terms and have them reviewed.

Built on public frameworks

Every requirement comes from public frameworks, not from Regreener's own offer. Switch off anything you don't need, and edit the wording in Word.

The requirements

M = minimum requirement (yes or no; an offer that misses one is excluded). S = scored 0 to 5. Article 6 status follows your corresponding adjustment answer; vintage follows your vintage limit.

How offers are scored

  • 0 = not addressed · 1 = weak · 2 = partly meets · 3 = meets · 4 = exceeds in part · 5 = clearly exceeds, well evidenced.
  • Each group's weight is split equally over its scored requirements. The lowest average price per tonne among the offers that meet all minimum requirements gets full price points; the others get points in proportion.
  • Public bodies: we compare your estimated value with the EU thresholds for supplies and services (EUR 140,000 for central government, EUR 216,000 for other public bodies, valid until 31 December 2027). Nothing else about procurement law is in the draft.

Questions

Is this neutral?

Yes. Every requirement comes from public frameworks, not from Regreener's own offer, and the files contain no reference to Regreener. Switch off anything you don't need, and edit the wording in Word.

Can I send it as is?

No. It's a starting draft: fill in the placeholders, add your own terms and process, and have your procurement or legal team review it before you send it.

Can public bodies use this?

Yes, as input for your procurement team. We tell you whether your estimated value is above or below the EU threshold; your procurement team adds the procedure, publication and legal sections.

What does it cost?

Nothing. The builder is free. Your answers are only used to create the files and are not stored.
